With 2 or more, a new job goes to the nearest matching technicians at the same time and the first one to accept gets it. If nobody accepts in time, more technicians are added (4 at most) and the office is told when there is nobody left to ask. You can also offer any job to up to 4 technicians by hand.

Jobs go to the nearest technician (from their base address). A technician with this many unfinished jobs is skipped and the next closest is chosen.
